Night-browsing banned in Nigeria

Someone please tell me this is a joke:

EFCC, ACTON ban night browsing
In continuation of the fight against cyber crimes in the country, the Economic and Financial Crime Commission (EFCC) and Association of Cybercafes and Telecentre Operators of Nigeria (ACTON) have finally banned night browsing at cybercafes, nationwide…

Who endorsed this?

President, ACTONigeria, Mr. Lai Omotola, while disclosing this, said that it was a deal reached between the two entities.

“Finally, night browsing at cyber cafes across the nation is hereby stopped until a more consolidated reason is given to act contrary,” he declared.

Mr. Omotola also said that the decision was in adherence to the recently assented to Telecommunications Act 2006, which was endorsed by President Olusegun Obasanjo, on June 5, this year.

So what happens to students who surf at night, taking advantage of the lower rates to save some money? Who said the scammers cannot get Internet access at home and carry out their nefarious activities any time/any day.

Isn’t this new regulation too harsh? 😡

  1. yeah i thought that was strange. told my cousin to see me an email on some stuff and he said he couldn’t do it at night.

the regulation is beyond harsh. it’s straight stupid

  2. Back in the days, when Internet services was still new in Nigeria, and cyber cafes were just springing up, night browsing helped me a lot. I could be online all night long for only 500 naira or even 350 naira.

Truth is, I gain a lot as I had enough time to research and read content online. My concern now is people who have good intentions and would be adversely affected by this new policy. 🙄

  3. Well i could just possibly say this..It wont stop anything. It just makes it safer for for any con-artist to play his game in a more safer enviroment, probably beyond the reach of efcc.Harsh is an understatment.Makes no sense to me.So i cant easilly do overnight researches simply because the efcc wants to do its job.Makes no pure sense.

  4. all am saying to this effect , a theif can’t be running after a theif , because we have something hidden somewhere or someplace .by stoping nite browsing they are only trying to encourage more crimes like armed robbery and other .while they have there children ,brothers and sisters in nice place making big money.to face the reality of life nigerians are moving back ward in future .Do the efcc boss think stoping night browsing will stop crime No.You all in that office do same work like them since you want all cafers in nigeria to register you.

  5. Well, banning Night browsing is never a good idea, l mean what of students that does not have the time to surf the web in day time? I like doing my assignments in the night cos it gives me more room to search widely. It’s really a harsh idea banning Night Browsing……. It is never a strategy to reduce scammers……. ………………………………………. The could gain internet access at their homes….. would you ban them from surfing the web at night….? Never….. 😛

  6. But How much are they charging for the registration of Cybercafes? Wont this thing amount to exploitation of the poor masses, cos the side effect is that the prize of browsing would be so high. Somebody help me with this!!!

  7. Stoping Night browsing is not the main thing. EFCC staff should better monitor cafes t night the same way they monitor during the day.

Stoping Night browsing is a stupid act, and I believe one day they will feel the pains. Even if not them, maybe members of their household

  8. Yeah stopping overnight browsing will not stop anything.

The EFCC and who so ever is involves are also looking for their own way to work not to help the nation, there are better thing for Nigeria government to think of not stopping over night browsing.

Are the Efcc not seeing the police collecting money from drivers and other on the road?

It makes no sense stopping the overnight browsing if the government wants to help the nation let them create better opportunity for people who are seeking for job on the net.

No Nigeria web site can be viewed in the day time, which is the main reason why many Nigerians do go to overnight.

Also think of it the internet and Gms is the only good thing that Nigeria can be proud of today.

  9. It is only in Nigeria that we use the most stupid approach to cover our ineptitude. A yoruba adage says “You dont cut off your head as solution to an headache. I feel all the people involved should re-examine their stand on this issue. Most cybercafe operate in the night to cover cost for which an upfront payment has been made. No doubt some individuals are engaged in this practice but it does not say every dick and harry that goes to cafe are fully involved.
Pity my people and their sense of reasoning.
I doubt if the man who claimed to be the President of ACTON is indeed a cafe operator and not a government agent.

  10. anyway stoping night browsing is not the case nigeria is facing now.what about the unenployed youth do they ever think about them .listen EFCC or whatever u call ur self why not u think about others the same way u think about ur family who maybe at abroad today studing why not u people make our own school here upto standard listen u people should not atract the anger of God on u

  11. The Economic and Financial crime commission, as they are called EFCC are the most corrupt ORGANIZATION in Nigeria. This is because it is a anti-corruption regulatory agency that is use by the MR. President Olusegun Obansanjo (BIG THIEF) to intimidate his fellow politicians who have not accepted him for the third term ticket in 2007.

The EFCC are not really pursuing any substance here in Nigeria talking about cybercrimes, this is becos that is not our major problem. What about the over invoicing in the government offices, money been diverted to account abroad. This funds are Nigerian money. Why re they now after people that are bringing in money from outside the country to Nigeria. After all the money in Nigeria is controlled by the people in power. Without the cyber crime a lot of homes in Nigeria would have perished. It has really helped people to survive without looking up to the wicked government.

BABA GOD MAKE YOU STRIKE ALL OF THEM WHEN NO WANT MAKE THE GHETTO children AND LESS PRIVILEGE SURVIVE IN THIS COUNTRY.

THE EFCC BOSS, MR. RIBADU WILL RUN AWAY IMMEDIATELY AFTER OBANSANJO REGIME (THE BIG THIEF AND MANIPULATOR), BUT THE ANGER OF GOD WILL CATCH UP WITH THEM.

I PRAY THAT RIBADU WILL DIE BY ACCIDENT AND OBANSANJO BY PLANE CRASH.

ALL EFCC OFFICIALS COLLECT BRIBE TO BETTER THEIR LIFE BECAUSE THEY ARE ALSO CORRUPT OFFICIALS.

  12. To ban night browsing to curb cyber crime is a wonderful idea without direction, the goal is not realisable. The truth is that youths now see this current trend as a profitable trade and to ban a trade might lead to armed robbery and more dangerous social vices, Let’s mobilise our youths by creating employment and change the current orientation.

  13. That is a good step. Although it will help to an extend, but scammer will always device a mean to their deal, they can even get internet access in their homes. Can they also device a mean of stoping them at home too?
    😳

  14. THIS DASTARD ACT IS CAPABLE OF DESTROYING OUR NASANT DEMOCRACY THE LEVEL OF INSECURITY IN THIS NATION IS NOT EVEN GIVING THE EFCC ANY CONCERN, THAT IS WHY THEY WANT TO ENTANGLE THE ONLY AVENUE THAT DIVERT THE ATTENTION OF MOST YOUTHS FROM ENGAGING INTO ROBERY.
SOME BODY HELP ME TELL EFCC TO SWOOP POLICE CORUPTION IN THIS NATION THEY SHOULDN’T STOP AT THE FORMER POLICE BOSS THE RANK AND FILE and THE JUNIOR ONES SHOULD EQUALLY BE HURT.

  15. It is rather unfortunate that our society has degenerated to such a level whereby we glorify criminality all the time. The latest effort by the government is in the right direction except that it will invariably have a negative impact on people who genuinely desire to be on the net at night to interact with their siblings in the US through chat.

I did most of my researches late in the night while I was preparing for Masters Degree programme. This may not be possible again for numerous other good guys that may be interested in carrying out similar feat in the country.

EFCC and Fed. Govt should take a second look at this decision on Night Browsing.

  16. I dont really know what is just wrong with my beloved Nigeria. Where are we, where are we going and what is the problem? I honestly dont understand.

It frankly seems some people, wake up, just drive down to the office govenment ask them to stay, and then right away, in other to stop a crime they feel is a crime, jump straight to some very very strange and funny conclutions. I still find it hard to understand what is even going on.

The question is this: What happens to those of us that are on the net everynight, to research towards our ministries and detial out publications and programms.

Does some poeple in this life understand that for people like me, 24hours is not even enough at all, talk less of crushing us into some 8am – 8pm kind of regiment. Please for christ sake, let us make some kind of samples and ask proper questions before taking some kind of drastic decisions which could cripple some people’s line of lifestyle, its not proper.

How really I wish I could have the access to appprach those that need to listen to me, that would help.

I wish everyone that reads this well, I wish you understanding too.

God Bless us all, God Bless Nigeria

    Bro Chuks

  17. This is purely senseless, cos those people can still make use of their computers at nite and at their different places ,so is not helping any issue atall instead it will cause suffering 4 the poor people 🙄

  18. THE BANNING OF NITE BROWSING BY THIS CRIMINAL ORGANISATION THOSE NOT MAKE ANY SENSE AT ALL, COS IF I WAS A SCAMMER I WILL BE DOING MY JOB FROM MY HOUSE COS IT BUSINESS FOR THEM SO THE EFCC SHOULD PLZ RETHINK AND STOP ACTING LIKE BABIES COS THEY THEMSELVES ARE ALSO CROOKE LIKE THOSE PEOPLE THEY KNOW HOW TO TACKLE THEM, SO PLZ FOR THE SAKE OF STUDENTS WHO CARRY OUT RESEARCH AN DO THEIR ASSIGNMENT IN THE NITE. NITE BROWSING SHOULD NOT BE BANNED ABEG OOOO….. 😯 😕

  19. This is practically unrealizable because scammers dont even work during the day.So many of them have made so much money that they even have internet access in thier homes,so EFCC SHOULD TELL ME how is it possible to fetch them or even stop them from doing thier stuff. 🙄 .stoping night browsing cannot stop internet crimes. Maybe they should employ some sort of technology that will help in tracking these criminals.THIS HOPELESS LAW will only deny student access to the internet for proper researches @affordable cost which ofcourse lectures and other social and religious engagements wouldnt let them do during the day.SO EFCC and ACTO SHOULD HAVE A RE-THINK ABOUT THIS R-U-B-B-I-S-H. 😳

  20. Cyber crimes tkaes place even in day browsing, banning night browsing CAN NEVER stop cyber crime.
Cyber crime can only be stopped through thorough check on the culprits
some of the cyber cafes make their incomes thro these night browsing.

  21. This is really ridiculous – Nigerian scammers have circumvented every law and obstacle and you think they are going to be stopped by closing cyber cafe’s at night. With regard to the comments that this law will impact on ordinary law abiding citizens – laws are made to catch criminals not enhance the lives of ordinary citizens – we all pay in one way or the other and in this case we are paying for nothing as the scammers will either move to their own locations or do their deeds in the day time!

  22. What we should be concerned about right now in NIgeria is the problem of the Nigerian Police Force collecting Bribe on our roads and high ways and the EFCC is not doing anything about it. It is high time in Nigeria that we have told ourselves the truth and tackle our problems from the root. Internet scamming involves greedy people and they should be allowed to manage there own world. No reasonalbe human beign will lay claims to money that does not belong to him or claim a lotto winning he/she did not play. This is bull shit, efcc please face the politicians and government officials please, that is where the 419 is. Thanks for taking your time to read this note and hoping that you will act according to the contents of this note. Bye.

  23. It’s about rich people (who can afford home internet access) hurting the poor (who use cyber-cafes) through politics. Nothing more. I am disgusted, but I’m just going to work harder to be among the rich people because political activism is futile.

  24. What is all this talk and cries of Efcc banning night browsing? For God’s sake, cant everyone see what these scammers are doing to innocent people out there. It may be correct that efcc cannot grab these guys by hand, but some form of measures have got to be taken to reduce the ” rubbish” done by these ”hungry and heartless” scammers.BRAVO EFCC.Fire on fully. If necessary, close down erring cafes to show some form of seriousness.

  25. Edirri Robertson, I do not blame you because you’re probably living very comfortably wherever you are. Don’t you know that whatever law that is made is meant to suite the good law abiding citizens? And don’t you see that in this case, it is the other way round? Because even the scammers the EFCC are intending to catch will be hardly affected, rather, it’s just the common citizens who use the internet for something productive.

Also, you do not seem to realize that this Cafe business is like the major source of income for most Cafe operators; so suggesting that Cafes be closed down is outrightly selfish, because in this case, you’re not considering the effect this will have on both the Operators and the Internet users, afterall, you are living comfortably, and whatever happens to others is no business of yours:roll:.

Now this goes to the EFCC:

It is understandable that you are trying to fight cybercrimes and we all really appreciate this, but banning night browsing is just ridiculously ridiculous. I mean, scammers aren’t fools either. If you ban night browsing, they will simply do their jobs in the day. It’s as simple as that! Or at worse, they’ll just get connected in their various homes and carry out their dubious activities, and I wonder which measures are being taken towards that anyway (tracking private internet users, that is). Please, you guys should have a rethink over this, as I doubt you have even considered at all, the adverse effect this will have on Cyber cafe operators who are already struggling to eak out a living from the little they’ve been making from their cyber cafes, as well as all well-meaning Nigerians who find the night most comfortable for them to surf the net, due to so many factors which may hinder them from having access to the net during the day. Also, do not forget that so many Nigerians have relatives abroad (US especially), and the night is usually the best time to meet them online, to have a chat with them. There are also so many other things to consider such as the internet speed during the night, as this is the time that most sites – which couldn’t be accessed during day- are accessible, even faster.

Now, with all these things mentioned above, and so many other things that have not been discussed and considered, I will suggest and advise that this issue be given a second thought, as not every internet users in Nigeria are scammers. It might even shock you to know that these days, majority of scammers do not use the cafes anymore.

However, if you guys are really serious and keen on putting cybercrimes to an end, I humbly suggest that courier companies, especially FedEX and UPS, be tackled and closely watched, since they are the ones that deliver the goods, dubiously collected from other nations, to these scammers.

    Thanks, and God bless.

  26. well, well, well…efcc have done it again…BAN overnight browsing…amongst all the laws passed recently, this is the most foolish…common sense (which is not common) says…if you stop overnight browsing because of yahoo boys or scammers or whatever, they’ll look for another option…take a look at other countries where they have similar problems, have they banned overnight browsing. this is what occurs when the vice president of a nation cannot use the internet.
stopping overnight browsing is wrong and i keep wondering why we do some crazy things in our country in an attempt to be the GIANT OF AFRICA…
    We BAN OVERNIGHT BROWSING
    Stop OKADA Movenment from 7pm
We make ID Cards for all citizens…
    the list is endless…
An ordinary graduate with “PASS” will know that is not a solution.
people wioll just get connection from there homes…
and the way organisations just pop up these days is funny…
WHAT is ACTON and the others…who do they represent…they don’t represent anybody…there case is like a landlord who rents a tenant to appear in court for his original tenant who knows nothing about the court order only to come home and find his property in the raiun…
EFCC…with the level of knowledge you guys have…tyhis is still the worst decision so far…
Clean this off your back and restore overnight browsing to save yourself the shame…because all your good works will go down the drainage.
in doing this (BAN), you are also hurting important and innocent people.
    bye

  27. So sorry for nigeria and its government! The only reason EFCC and the government can justify that the agency is not a government dog is to get Olabode goege formal NPA board chairman arrested.
The same man that was investigated by the agency and found him guilty of the charges againt him is now saying they can not do any thing to bring him to book.WHY? Nigerians are waiting oooooooooooooooooooo.
Useless government and EFCC, obasanjo is a thief nuhu rebadu is a thief.

  28. well, it’s purely arrant nonse, as a student, i do all my research at nite, when the rate is less and i do read up a lot of info during this period. EFCC should have been objective by taking time to find a better way of fighting cyber crime, not disturbing innocent students like me who is struggling to survive, who could not afford all the text books. I hope EFCC goes as Obasanjo goes… so dat life will become normal. Not against their quest to curbing crimes, but not at the detriment of law abiding citizens.

  29. I believe efcc is out to curb corruption but why not start at the root of it rather than waste your time and effort chasing those poor kids who after graduating from the university cannot get a job to keep afloat use the internet to make money. Ribadu is searching in the wrong places for fraudulent culprits. Check your household man!!! Thats where the problem is. To me the efcc is just another big scam to help the big time scammers….at least it has been proven with obj and atiku.

  30. EFCC, I just want to say.. YOU are doing a good job…always keep it up..

    KICK CRIME OUT OF NIGERIA…….

    WE BE GIANT OF AFRICA……

    MAKE IT GOOD…..

YOU ARE ALWAYS THERE ANY TIME…..CONTINUE YOUR AVAILABILITY…EFCC……

  31. I must first commend EFCC for ther good work against crime, it is very good to kik crime out of nigeria .
Speaking on bounding night browsing in nigeria i surjest you people look at it the second time, becaus many students use it as a time to do most of ther works /assignments at aleser cost for example I writing am a student [an undre graduate] found it very helpful to go for all night browsing for writing my term pappers, assignments etc even explor inter national standard text books that icant find in my school,ok if you people label all night browsing a crime then how do i get vast knowlede since i can use just 150 to 250 naira to explor important ineormations at night, pleas consider us inschool with less developed librys.
But if nigth browsing must be stoped pleas provide for us those useful informationt we get at net at a ver loow cost,or pehaps EFCC con sit or build cyba cafes that will be accesible at low cost as in night browsin.
Thanks and may GOD continue to bless EFCCas they work with the fear of GOD.

  32. I WOULD LIKE TO SAY THIS.

IT MIGHT SEEM HARSH, BUT AT THIS MOMENT THE ONLY IMPRESSION THAT IS BEING LEFT WITH THE REST OF THE WORLD IS,

PEOPLE IN NIGERIA ARE HEARTLESS AND DUE FOR SOME ACTIONS FROM THE POWERS OF DOOM.
ALL THOSE INVOLVED IN SCAMS WHERE THE USE OF SAD STORIES OF FAMILY MEMBERS DIEING OF CANCER AND OTHER FATAL ILLNESSES SHOULD BE HELD RESPONSIBLE AND PUNISHED TO THE FAITH THEY USE FOR THE PETTY THEY TRY TO SCAM OUT OF INNOCENT VICTIMS.

IF ANY THEY DESERVE TO SUFFER FROM WHAT THEY USE IN THEIR EFFORTS TO STEAL FROM THOSE THAT HAVE A HEART.

DAMNED TO THOSE THAT ABUSE THE SUFFERING OF THE REAL PEOPLE WITH FATAL ILLNESSES.

I WISH TO CALL THE POWERS FROM ABOVE AND WITHIN TO TAKE ACTION IN HELPING TO STOP THESE HORRIBLE CRIMES.

I FOR ONE USED TO BELIEVE NIGERIA WAS A NICE COUNTRY BUT NOW, EVEN THOUGH I NEVER WAS AND NEVER WILL BE A SUCKER TO FALL FOR THESE SCAMMERS HAVE NOTHING GOOD TO SAY ABOUT NIGERIA IN ITS WHOLE, THANKS TO THE LARGE AMOUNT OF SCAMMING GOING ON THERE.

ANY ATTEMPT FROM ANY SCAMMER WILL EVENTUALLY COST THE SCAMMER MONEY, I WILL NOT EVER SPEND A DIME ON ANY FINANCIAL AGREEMENTS CONDUCTED ONLINE.

EVEN THE $10,000,000.00 US THAT I WILL BE GIVEN FOR THE CONTINUATION OF A POOR SOULS SAGA TO HELP THE POOR.

AFTER SO FAR A MONTHS WORTH OF COMMUNICATION TO HAVE THE MONEY BEING GIVEN TO ME AND NOTHING LOOKS LIKE IT INVOLVES ANY MONEYS NEEDING TO BE SPEND BY ME IN ORDER TO RECEIVE THESE FUNDS, I REMAIN AWARE THAT EVENTUALLY THE QUESTION WILL ARISE FOR ME TO MAKE SOME SORT OF PAYMENT TO BE ABLE TO RECEIVE THESE FUNDS.

TO EVERYONE IN NIGERIA, CURRENTLY RANKED AS THE WORLDS NUMBER ONE COUNTRY IN SCAM ACTIVITIES AT THE INCREDIBLE AMOUNT OF OVER 2 BILLION US DOLLARS A YEAR THAT IS $2,000,000,000.00 IN USA ALONE I HAVE THE FOLLOWING TO SAY.

FIGHT AGAINST THOSE THAT CAUSE YOUR FOLLOW CITIZENS TO MAKE YOU AND YOUR COUNTRY LOOK LIKE THEY DO NOT DESERVE A PLACE ON THIS PLANET AND SET AN EXAMPLE TO THE REST OF THE WORLD.

2,000,000,000.00 DOLLARS IS MORE THA DOUBLE THE AMMOUNT OF LEGAL BUSINESS TRANSACTIONS TAKING PLACE ON INTERNATIONAL LEVEL IN NIGERIA, SEEMS LIKE A GOOD INDUSTRY. BUT BE AWARE THAT OUR POWERS FROM ABOVE ARE WATCHING YOU AND COUNTER ACTIONS WILL FOLLOW.

MANY DECADES, NATIONS FROM AROUND THE WORLD HAVE BEEN THERE TO HELP COUNTRIES LIKE NIGERIA TO OVERCOME THEIR POVERTY AND SUFFERING FROM WORLD TRAGEDIES AND THIS IS HOW WE GET THANKED FOR IT.
SHAME ON THOSE THAT ARE RESPONSIBLE AND MERCY WITH THOSE THAT HAVE TO CARRY THE BURDEN THAT FOLLOWS.

  33. I hear you all saying the new ruling is harsh?!?! I dont think its harsh enough!! Before internet Nigeria was scamming the world via its postal service and internet has just opened a whole new forum for them to continue their illegal scams.

People are saying here that it affects the majority who use the internet for research etc? What a load of bull! I have been managing and developing websites for around 8 years now and have accumulating an absolute truck load of data on users around the world. In the case of Nigeria and Senegal 97% (YES THATS RIGHT…. 97%!) of the visitors from these countries are purely low life scamming people (I use the term “people” lightly here).

This is not data from one website of mine either, be it blogs, search engines, community sites or whatever Nigerian visitors have one goal in mind….. To steal from others…

This rule should be extended to an all out ban on internet services for Nigeria all together…. And then once they learn how to respect their basic services such as landmail perhaps some very limited internet access should be introduced to the few who can benifit from it like school kids. Desperation is NOT and excuse to steal, kidnap, and defraud others.

I am sure someone will write how scammers come from all over the world and you are right… But we are talking fractions of 1 percentage of total population in other countries. So the answer is simple, take the internet away all together!

May I also suggest using services such as GEOBYTE to block Nigeria from your sites altogether as I am in the process of doing. Since I have done this sales are up, Advertising is paying better, and scamming is down to almost zero. Client retention is up by over 400% on my sites because my members dont have to deal with hundreds of 419 letters.

I feel for the people who DO use the internet legitamitely in Nigeria but its not good enough to just say… WELL I DONT DO THAT!

You all know someone that does it be it friends or family so instead of turning a blind eye and winging your not like them report them and have the dirty so and so’s arrested… Theres a saying that rings very true here guys! Birds of a feather flock together!

  34. Hmmmm… you see there are two issues here… nigeria is a large country and if ‘every’ nigerian were scamming the world…well the entire internet would simply grind to a halt.

The issue is that a strong-ish population of organised lads are spening an extortionate amount of time extorting!

Eventually the question of banning will be removed from Nigeria when it simply get so bad that Wester ISP’s ban all traffic from nigeria … end of story… this might also include blocking traffic from Internet cafes in London, Paris etc…

Yep… that would end peoples livelyhoods … then again… If I ran a legitimate internat cafe with such a law in place… I’d be pretty careful who my patrons were…

  35. Edirri Robertson….i do not know that fools like you still exist on this little surface that will call earth….am sure you are having a full three meals a day, and that is why you dont care about the mases….how i wish your father is running a cafe….so that you can know what it means to short down every cafe in Nigeria………you fool and fagerbasted person
Tell me……where do this internet scam really come from……the answer simply says ‘Russia, Thailand, and Philipiness’ tell me are all this countries not more than advance than Nigeria……..Nigeria is just a third world country, and we are all trying to survive in one way or the other
The best to all my brothers in the street.
WE ARE ALL NOT BORN TO THE STREET…WE ONLY GREW TO BE STREET OURSELF
    one love

  36. i thinkt the efcc did the right thing. When it comes to fighting scammers, caution is the watchword. It’s good to make rules that will curtail these unpatriotic activities and they did so withint their rights

  37. This is a great idea, the only problem is that it doesn’t go far enough.

I’d ban the whole of Nigeria from using the internet, night and day. Cease all charitable work and financial assistance, and prohibit all Nigerians from entering the UK or USA until someone takes responsibility for putting a stop to Nigerian scams.

I’m sure that if it were Nigerians who were suffering because of this, their attitudes would change instantly.

  38. banning on night browsing is not the way out to solve scammers online but let the govt of the day do something for these youths, let them provive job and other social ammenities.you cant immaging all state institution in osun state asking to pay up to #47,000 all the way from #5,000 so what do you expect? Oynlola is taking education away from the reach of the masses, you will agree with me that he was the one who first introduce OLAGUNSOYE OYINLOLA UNIVERSITY Osogbo under disguise of Osun state university. So let the goverment think of what they can do for the masses.

  39. I think its not enough. They need to do like china and monitor all outgoing emails. If its a scam or ripoff use the chinese “One Bullet” policy. Shoot them in the head!

That would solve alot of the worlds spam problems!
